Chief Pharmacy OfficerJohn McHugh serves as the Chief Pharmacy Officer for HMC. He is responsible for the proactive medical management efficiencies and integrity of clinical operations with HMC’s strategic initiatives. During his 23-year career span at OptumRx/Catamaran, he held the position of Senior Clinical Consultant. He was accountable for maintaining the optimum level of client satisfaction and retention across the labor and trust Funds assigned to him and part of the account management team.
Mr. McHugh joined NMHC in 1995 where he led the Clinical Department, working as a liaison between Clinical and the Sales and Marketing Departments at NMHC prior to the SXC acquisition. His experience gives him a thorough understanding of current projects, systems and management protocols for cost containment, patient centric care and pharmaceutical therapy outcomes.
Mr. McHugh has in-depth experience in various disciplines of pharmaceutical care and risk management. He has worked as a manager and supervising pharmacist in the environment of both chain and independent pharmacies, becoming a principle managing partner of an independent pharmacy. Mr. McHugh has also served as a consulting pharmacist for drug utilization review issues in long-term care facilities and served as a member of a regional health system’s Institutional Review Board. He was appointed adjunct associate professor in the Pharmacy and Administrative Sciences department of Saint John’s University College of Pharmacy and Allied Health Professions in January of 2008.

Throughout his 20 years of experience in the healthcare and pharmacy industries, development, growth and relationship-building have remained his consistent focus. Prior to HMC HealthWorks, Jon was responsible for the strategic expansion of sales growth for a top tier PBM in the labor and trust market. He also spent several years within the insurance marketplace overseeing the daily operation of an organization’s voluntary worksite administration division while building out a sales team with strategic focus on relationship building with brokers and consultants throughout the United States.
Jon has also held positions as regional vice president of sales in the Midwest and manager of marketing and sales with two other insurance and pharmacy benefit management companies.
Jon was awarded a bachelors degree in Communication from Marquette University and is currently pursuing his Master’s Degree in International Business from Florida Atlantic University. Operations, management and evaluation of case management, disease management, behavioral health, disability and workers’ compensation programs are included within Bart’s extensive experience for large managed care organizations and specialty entrepreneurial companies, including United Healthcare. While at UHC, he was responsible for the overall management of the workers’ compensation and care management programs provided to General Electric.
Bart has also consulted with large employers, unions and healthcare carriers on the design and implementation of new and innovative managed care programs. Prior to his role at HMC HealthWorks, he held the position of Chief Operating Officer of a national healthcare data analytics company.

Jane’s professional background spans 30 years. Within diverse roles in the healthcare industry she has provided nursing, leadership and therapeutic care to organizations, hospitals, families and children. Jane spent 13 years working in medical units and in surgery at Good Samaritan Medical Center in Milwaukee and gained experience working directly with adolescents and their families in crisis. Jane also retains expertise in child and family therapy, inpatient mental health care, residential treatment center foster home and educational training for chemical dependency.
In her role as a Senior Vice President for Health Management Center from 1989 - 2005, she provided clinical supervision, office management, marketing and client relations for the Midwest and Eastern regions.
At HMC HealthWorks, Jane is also involved in marketing, account management, and client relations, and consults with all HMC HealthWorks account managers and employee benefit specialists and Optum RX.
Jane is a frequent speaker at national conferences and guest lecturer at the University of Wisconsin – Milwaukee to graduate classes in Clinical Social Work. She is a Licensed Independent Clinical Social Worker in the State of Wisconsin and received her Master’s Degree in Social Work from the University of Wisconsin – Milwaukee. Jane holds a Bachelor of Arts Degree in Clinical Psychology from Cardinal Stritch University. She began her career as a social worker for large hospital systems working in emergency departments, critical care units and acute behavioral health programs. After 15 years of direct practice, she worked for several large managed care organizations, initially in care management and then progressing to positions with a quality focus including corporate trainer and quality improvement manager. She has more than 15 years of experience assisting organizations to successfully achieve URAC accreditations for case management, disease management, and health utilization management as well as NCQA managed behavioral health care organization accreditation. Her experience also includes system configuration and implementation and serving as liaison to major health plan clients to ensure compliance with reporting requirements and performance guarantees. Colleen holds a Master of Social Work degree from the University of Pittsburgh and a Bachelor of Arts degree in Psychology from Indiana University of Pennsylvania, magna cum laude graduate. She is a licensed social worker in the Commonwealth of Pennsylvania.
